Underground storage tank technicians and inspectors in Maryland and West Virginia are required by state regulators to hold current certifications — and earning those certifications means passing standardized exams that cover highly specific technical, regulatory, and safety content. The problem: quality, accessible study materials for these exams barely existed.
The fueling industry runs on specialized knowledge that most generic education platforms don't touch. UST professionals were piecing together study strategies from outdated PDFs, regulatory handbooks, and word-of-mouth from colleagues who had passed before them. There was no structured, digital, exam-focused resource built specifically for their certification path.
The opportunity was clear: build a platform that speaks the language of the industry, covers the actual exam content, and delivers it in a format that working technicians can access on their schedule — from a job site, a truck, or a break room.
The Solution
FuelCert Solutions launched as a purpose-built online exam prep platform covering Maryland and West Virginia UST certification exams. The platform features a structured question bank aligned to the actual content areas tested by each state, allowing candidates to study by topic, simulate exam conditions, and identify the areas where they need the most work.
Architected as a single-file HTML application and deployed via Netlify, the platform is fast, lightweight, and frictionless — no app to download, no account to create, no barriers between a candidate and the content they need to study. Custom skill-based content authoring made it possible to build the question bank with precision and expand it over time without a content management system or developer dependency.
The entire platform — from concept to live deployment — was built by a single owner-operator with firsthand knowledge of both the fueling industry and the certification landscape it requires. That domain knowledge is the product's core competitive advantage: the content is accurate, industry-specific, and written for the people who actually work in the field.

Expansion to additional states is underway, with the platform's modular design making it straightforward to add new state-specific exam content without rebuilding from scratch. What started as a gap in the market is now a live product with a clear growth path — built entirely in-house, without a vendor, an agency, or a development budget.
